Multilingual Education and India

It is not often that a webinar about MLE attracts a large group of participants, but if you have a relevant topic and good speakers  it can be done! The recent webinar on multilingual pedagogies dealt with a reality that we often face in Indian classrooms that multiple languages are spoken by the learners. The webinar speakers had a good mix of theory and practice. No wonder it attracted a broad audience! A Webinar: ‘Multilingual pedagogies for all: Language-inclusive teaching and learning’ was hosted by The Asia-Pacific Multilingual Education Working Group, UNESCO Bangkok and UNICEF East Asia and Pacific on the 9th of July 2024. The presentations were aimed at discussing practical solutions for preparing teachers to lead multilingual classrooms through best practice models in various countries such as India, the Philippines, Thailand and Australia. There is far too little research done on the impact of the choice of medium of instruction that is South Asia based. It is therefore worth noting a recent study done in Nepal on that issue. Data was collected from local government executives, head teachers, teachers and parents, Ministry officials etc. The study is affirming some of the things that the experts have been preaching (e.g. using the local languages increases engagement and learning), but also pointing at an important gap: There is a need for creating more clarity for teachers on how to use multiple languages in the classroom! The Language  and Learning Foundation has conducted India's first-ever language mapping of schools survey in Chhattisgarh: Language Mapping of Schools in Chhattisgarh .  The survey was carried out under the NIPUN Bharat initiative  in collaboration with the Government of Chhattisgarh and UNICEF India. The report  maps the different language situations that are present in each school with the aim to design an effective education strategy and policy. Through this research almost 30,000 schools were surveyed. The focus was on the first grade and the information gathered was mainly through the teachers. The following conclusion was stated in the summary of the report: The survey shows that in about 75% of the schools students are likely to face moderate to severe learning disadvantage due to the difference between their home language and the school language used as the medium of instruction. Final Report “Early Literacy and Multilingual Education in South Asia”  A few months ago UNICEF published the final report on their research on Early Literacy and Multilingual Education in South Asia. The study is based on literature review on early literacy and multilingual education, surveys of students’ literacy achievements in primary grades, analysis of sociolinguistic situations, and policy and programme documents. That 100 page report is worth noting!

5th International Conference on Language and Education will start tomorrow   The 5th International Conference on Language and Education will  take stock of recent developments in MLE policies and practices in the Asia-Pacific region, with a special focus on multilingual education in early childhood and primary education.There will be several presentations relevant to India .   The conference will start tomorrow with opening speeches from UNESCO and the Thai government. 5th International Conference on Language and Education   The International Conferences on Language and Education, which have been organized by a large group of agencies in Asia, have over the years impacted many projects in India. Textbooks in Jharkhand Earlier this week the governor of Jharkhand pleaded that Santhali children should be educated in their mother tongue. It looks like this is indeed going to happen and not only for Santhali, but also Mundari, Ho, Kudukh and Kharia children . The Telegraph reports this week: Ethnic kids of Classes I & II to open new page next year . Binay Pattanayak and his team at the Unicef Jharkhand office has been working closely with the Jharkhand Council for Education, Research and Training (JCERT) to prepare textbooks for langauge and maths for class 1 and 2 in five tribal langauges. The plan is that they will be introduced from the next academic session onwards.
